Only traditional bicycles and pedal-assist bicycles (Class 1 or Class 3) that require continuous pedaling to engage the motor are allowed. That means, to move forward, you must pedal the bicycle.
If it has a throttle, and moves without pedaling, it becomes a motorized vehicle, regardless of whether or not the bicycle has pedals attached. Any motorized vehicle operated without active pedaling is not allowed for safety reasons.
